The troubles you are having are caused by missing updates from Microsoft which are needed in order for SignCut DRAW to run properly.
Please download and install the Visual C++ package from the following website and install it.

Once the package has been installed, reboot your computer then open SignCut DRAW. If the problem persists, kindly download the missing MSVCR100 file from this link https://drive.google.com/file/d/1x1vYK9PtEhyzoeeqyahoZw3co1s63ePa/view
Once done, copy the file and paste it on SysWOW64 folder.
To locate SysWOW64 folder, open the explorer -> This PC -> Local Disk (C:) -> Windows -> SysWOW64
